Trailer park cooperatives

I recently attended an event featuring unsung heroes in Asheville, NC. One of the honorees was a Hispanic man and his neighbors who lost their trailer home because the land owner sold it to a developer. Oscar joined with his neighbors to form a trailer park cooperative. How common is this for people who live in trailer parks and how can this be used to stop the displacement of people living in trailers in areas that nice places to live, but you can't afford it.
