Mises institute study

I have a right-wing libertarian friend who keeps touting various Mises institute studies that suggest that the poorest American states are better off than European nations. I respond that they are ignoring social services, but the article suggests that is taken into account. Certainly, this can't be true as anybody who has been to Western Europe knows life is better than in Mississippi? What is the subterfuge here?
